Salary Grade: E - $23.08 - $34.76 ($48,000 - $72,292)

About the Position

The Program Specialist will assist with the planning, administration, implementation and evaluation of health education programs. The incumbent will participate in assessment activities, data collection, analysis, completion and submittal of program reports and establishment of uniform procedures and standards of operation. The incumbent will review, process and monitor department requests from external and internal referrals. Additionally, the Program Specialist will update the database and information on shared sites and folders including community resources for members.

Duties & Responsibilities:

Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
Reviews department referrals which include but are not limited to the following actions: ensures quality control of all incoming referrals, maintains and updates accurate referral records, fulfills the referral need by providing needed education or information, assigns appropriate staff, sends health education materials to members and responds to member, provider and staff inquiries about health education services.
Assesses members' needs, provides education or explains available services and assists members in obtaining their desired outcome.
Processes authorization requests for specified programs.
Brings awareness of accessibility and availability of health education materials in alternative formats.
Updates and maintains department databases.
Reviews the accuracy of the health education messages.
Answers calls in the department and provider phone lines, provides assistance or triage to appropriate staff.
Assists with preparing and providing coverage for health fairs, continuing education events, material requests and educational sessions.
Assists with developing, documenting and updating desktop procedures for departmental processes and workflows.
Designs and generates reports for organizational and departmental needs, such as program monitoring and evaluation purposes, using Microsoft Suite software.
Assists with department program initiatives such as incentive or health improvement offers, fulfillment and process improvement strategies to enhance the effectiveness of health education and disease management programs.
Completes other projects and duties as assigned.

Experience & Education:

Bachelor's degree in Public Health, Health Care, Health Administration or a related field required.
2 years of program coordination experience, preferably in a managed care setting, required.
Bilingual in English and in one of CalOptima Health's defined threshold languages (Arabic, Farsi, Chinese, Korean, Spanish, Vietnamese) required.
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above is also qualifying.

Physical demands: While performing duties of job, employee may be required to move about the organization. Employee must be able to sit for extended periods of time, as well as work at the computer for long periods. Employee is required to use hands and fingers, especially for typing on the computer and using the mouse. Must also be able to reach with hands and arms and must occasionally lift office supply boxes or laptop case while traveling, up to 25 pounds. Employee must be able to communicate, particularly for regular phone use, in meetings, face-to-face interaction and while presenting.

Work Environment: Typical office environment with minimal to moderate noise levels and controlled office temperatures.
