Salary Grade: I - $61,000 - $99,110

About the Position

The Regulatory Affairs and Compliance Analyst (Medi-Cal) will assist in the coordination and assessment of the policy and programmatic implications of Compliance activities for CalOptima Health. Specifically, the incumbent will work to support, enhance and strengthen CalOptima Health's policy infrastructure/platform/strategy at the state level, including, but not limited to, contract compliance, statutory and regulatory obligations with the Department of Health Care Services (DHCS) and Department of Managed Health Care (DMHC). The incumbent will coordinate and prepare reports, policy drafts and other documents relating to CalOptima Health's compliance functions. The incumbent will interact with CalOptima Health's executives and department management, first-tier downstream and related entities (FDR) management, legal counsel and state and federal regulatory agencies. The incumbent will also support staff on related projects.

Duties & Responsibilities:

Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
Conducts and/or assists in internal compliance investigations and reviews.
Develops and/or updates compliance training materials.
Builds and/or updates compliance tracking tools and auditing tools, as needed.
Provides ongoing resources and guidance relating to compliance issues.
Supports regulatory audits and reviews.
Maintains open lines of communication to ensure ongoing trust and confidence of regulators in the program and management.
Researches, analyzes and makes recommendations regarding the policy implications of major initiatives for CalOptima Health's Medi-Cal program (e.g., integration of new benefits and populations).
Monitors, tracks and validates regulatory communications from DHCS and DMHC impacting CalOptima Health's Medi-Cal program.
Keeps current on the local, state and federal health care environment, identifying issues that may impact CalOptima Health's Medi-Cal program.
Helps with the creation and revision of Medi-Cal policies and procedures and ensures knowledge of the same, related to assigned projects.
Works with CalOptima Health's departments in response to inquiries, problem-solving and promoting CalOptima Health's mission and message.
Analyzes national, state and local health policy issues that may impact CalOptima Health's Medi-Cal program.
Completes other projects and duties as assigned.

Experience & Education:

Bachelor's degree in a related field required.
2 years of experience in government or in a compliance role in health care required.
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above is also qualifying.

Preferred Qualifications:

Certification in Healthcare Compliance (CHC).
Experience with Medi-Cal regulatory requirements in areas such as claims, quality improvement, utilization management or behavioral health.
Experience working with regulatory agencies in California.
Experience in health care or health plan requirements.

Physical demands: While performing duties of job, employee may be required to move about the organization. Employee must be able to sit for extended periods of time, as well as work at the computer for long periods. Employee is required to use hands and fingers, especially for typing on the computer and using the mouse. Must also be able to reach with hands and arms and must occasionally lift office supply boxes or laptop case while traveling, up to 25 pounds. Employee must be able to communicate, particularly for regular phone use, in meetings, face-to-face interaction and while presenting.

Work Environment: Typical office environment with minimal to moderate noise levels and controlled office temperatures.
