Salary Grade: N - $95,000 - $155,078

About the Position
The ITS Analyst Sr (Technical) is responsible for facilitating the coordination and integration of program related activities along with vendor supported software and define system scope and objectives to meet business needs. Responsibilities include through research and fact-finding, data extracts and system knowledge, to assisting the business teams in making informed decisions on their application requirements. The incumbent will also provide technical consulting to end users on systems projects. The ITS Analyst Sr will serve as the project lead, working with solutions architects, developers, business owners and stakeholders in all domains. The incumbent is responsible for providing key client relationship management for the projects and is accountable for consulting with the businesses to understand their business goals and objectives, processes, and requirements. Additionally, the incumbent will lead small to medium projects, mentor other ITS Technical Analysts, represent the department manager, coordinate design sessions, create process/data flow diagrams and document project efforts. The ITS Analyst Sr will function as a liaison between the developmental team and business owners as they collect, clarify, and translate business requirements into documentation and conceptual design, from which applications and solutions are developed. In addition to developing functional requirements and specifications, the incumbent will also be responsible for providing guidance on the day-to-day activities of the other Technical Analysts, both staff and contractors.
Duties & Responsibilities:

Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results.
Prepares detailed specifications from which programs will be written.
Analyzes and revises existing system logic difficulties and documentation as necessary.
Analyzes program logic with upgrades to vendor changes as well as technical infrastructure impacts.
Makes recommendations and documentation to Programmer Analysts for changes as required.
Works directly with Programmer Analysts to define scope and requirements.
Prepares quality assurance methods to verify program and data integrity.
Works with business departments to assist with their requirements and define options and methods to accomplish their desired results.
Works with business departments to QA data to their satisfaction for program implementation to production.
Participates in progressively more complex projects and perform progressively more complex analyses.
Leads, plans, and coordinates activities for the solutions and the users for supported systems.
Supports large complex projects and/or multiple smaller projects.
Acts as a liaison between ITS Business Solutions developmental team and business clients gathering and defining requirements.
Facilitates requirements gathering sessions, including leading discussions, managing group dynamics, and maintaining group focus, to work towards accomplishing goals and objectives.
Coordinates JAD (design) sessions with business units, ITS developers and QA resources.
Creates and modifies analytical documents to support the engineering team including flow charts and functional decompositions.
Provides analytical support to drive project decisions and production support as needed.
Completes other projects and duties as assigned.
Experience & Education:
Bachelor's degree in Computer Science, Information Technology or related field required.
5 years of technical analyst experience to support business initiatives required.
2 years of experience working with a major Managed Care application required.
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above is also qualifying.
Preferred Qualifications:
2 years of experience in Information Services in a Health Services setting.
Strong data analytical skills, working with SQL Server.
Strong experience in workflow and correspondence tools within enterprise systems.

Physical demands: While performing duties of job, employee is required to move about the organization. Employee must be able to sit for extended periods of time, as well as work at the computer for long periods. Employee is required to use hands and fingers, especially for typing on the computer and using the mouse. Must also be able to reach with hands and arms and must occasionally lift some office supply boxes. Employee must be able to talk and hear, particularly for regular communication on the phone.
Work Environment: Typical office environment with minimal noise levels and controlled office temperatures.
